Papers of a prominent Wisconsin lawyer. The microfilmed portion of the collection is divided into two parts. Files, 1933-1946, cover the years of Dempsey's service on the State Board of Normal School Regents; including correspondence with other regents, state college presidents, and state governors, regarding teachers' salaries during the depression, teacher shortages due to World War II, the influx of war veterans after 1945, hiring and firing of teachers, budgets, and red baiting of teachers. Also includes minutes of the regents, clippings, and research material kept by Dempsey on a variety of topics.

Legislation in 1857 first allocated money to establish normal schools in Wisconsin and called for appointment of a Board of Regents of Normal Schools. For several years, moneys were distributed to existing schools which offered a normal class, but after the Civil War steps were taken to actually site new schools devoted to teacher training.
